Straight to the point: there is no will of the people in case of Iran and any other country invaded and attacked by the US.
By that logic, literally everyone inside every system where they do not posess maximum political power should support the abolition of that system.
Want to know the real 'will of the people'? Live a peaceful, meaningful life without starvation and war.
To have a roof to live under and food to eat outweighs any notion of political participation.
This is why revolutions and rebellions (and frankly terrorism) almost always only grew meaningfully in places suffering either from active state oppression (like the Kurds ) or (more often) when starvation and economic decline existed.
Political freedom is good, but one can live without it so long as no life is at risk.

And we as humans already produce 1½ times the food to feed the entire earth. The only reason third world countries still starve (and radicalize) is because it is more profitable to literally burn perfectly editable food in order not to oversupply the market, thus keeping prices artificially high.
Jobs as well. The jobs we have compete against each other. If we could make it easier to access each other's work, we can build our produce on the basics others already did instead of having to start over because some other company has a natural interest to keep their knowledge exclusive.
Instead of developing new innovations, it is more profitable to handicap our current machines so that they need to be replaced every few years. Light bulbs, batteries, or underdeveloping potency of pills & lotions to name a few.
To produce meaninful jobs, we need to make it higher paid to produce goods that actually help society.
Profit and our economic system are the issues against which the 'will of the people' is aimed, not the chicken fight between the richest leaders of the world.
