Getting "Too many requests" error when trying to create study

Whenever I try to create a study in Lichess, I get the following error message:

"Too many requests. Try again later.
Your device or network has sent too many requests in a short amount of time. Please try again later."

Is this an issue with my device, or is it a server-wide problem? If the former, what can I do about it?

I've hit this before, just navigating the site. I think @totalnoob69 has some suggestions on how to get data he needs to examine.

@rcstinson and @BaronVonChickenpants , can you tell me how you create studies? I've created a lot of studies and didn't get this at all.

You can make up to 30 studies per day, which should be plenty enough. Each study can have 64 chapters.

So the error for creating the 31st new study in a day is the same 429 as API overuse?

The one you know is probably "Lichess thinks we are overloading their system!" and is only shown on Lichess calls. But you could be right that if LT makes many calls, the same API, called by Lichess, would fail. Very unlikely, I believe...
