as much as i dont understand "Note that it must be a position where white must be able to make a legal move after black's turn'', i think on riddle 12 you could go 1. ... b1=B
Another solution for puzzle #2 is c4 c5 Qa4 Qa5 Qc6 Qc3 Qxc8 #.

I think starting position for riddle 12 is set up wrong, it allows the additional solution b1=B+ or even cxb1=B+. But if the board is flipped, such that the pawn is on h7, bishop on g8, and the kings on c1 and a1, then Na1+ becomes the only solution
