Feature request: Don't allow unnecessary quotes

Often times, people spam in the forums by just quoting a previous poster and not adding anything at all. I propose that Lichess should only only allow this if something is typed with it. This will cut down a lot of spamming (unless they quote and then add something like jihfsoihyfuh but that means they are very determined to spam).
