Well he kept making progress... question mark , when you win gives you around 30 or so points

B the question mark at the end of you rating sometimes

that means you have a provisional rating, which is the result of a high rating deviation, which is the result of not playing much, so he will gain more from winning, and lose more from losing, it is designed to try and accurately find elos quickly
also no you should not report him for doing that
