Why is this person allowed to just get up and leave without resigning?

Apparently, I made the blunder at the end. Why are they allowed to get up and leave forcing us to wait a minute? This isn't a one off, they have a history of this as shown in their profile.

Because they might come back. But if they take too long, Lichess will give you the option to either claim a win or a draw. The waiting time is not that long.

In this case, that didn't happen. As stated, you can see in their history they aren't coming back to the games and leaving/abandoning them which makes their opponents wait longer.

I think you only have to wait 30 sec.

Not always. I sat there for minutes waiting for them to finish.

The problem is they don't show how many minutes go by at the end. In the beginning, if they don't make a first move then the server applies the 30 seconds. However, the server doesn't know if the person is thinking or not after a move has been made on their side.
