I create a new study and paste PGN, or create a new chapter in a study and paste PGN. No matter what I select for orientation, Automatic, White or Black, the resulting chapter will always have the black orientation.
Confirmed. I thought it was a fluke, but it's true. Editing the chapter and setting it to White works, though.
I have to say, sometimes we can go to far with these DEI initiatives ...
Whenever I create a study I start by putting a PGN into board editor and I select the orientation there then I click the study button and I either create a new study or just add this newly entered PGN as a new chapter in an existing study. I just tried this and it works fine, the black pieces were oriented to the bottom of the board when I sent the PGN to a study as a chapter.

For me, I was trying to have it orient all my pasted games from the black side by selecting "Black", but all of them were inserted oriented from White's side.
Was just about to report the same issue, though funnily enough for me the orientation is always White no matter what. Otherwise same problem just as you described. Seemed to have started a few days ago with the latest update.
Edit: for me it is not just when creating a new chapter via PGN, but ANY new chapter, including from start position. I select orientation Black and the new chapter is White oriented regardless. Subsequently changing the orientation does work, but the new chapters all revert to White despite selecting Black.
