1) he never cheated or manipulated his rating
2) he didn't do any other kind of misconduct (flaming, repeated unsportsmanship etc)
3) he didn't close his acc himself

Otherwise if he was really guilty and you're trying to get around it, then leave it be.
He didn't violate anything, I'm sure! An appeal there, unfortunately, cannot be filed for another person, only on your account ... Please help me find a solution if you can...All of this is really frustrating. and not only me, but our entire Humanity team
