When you search here, https://s1.chess-results.com/SpielerSuche.aspx?lan=1&SNode=S0 , it doesn't show a player exist in that id. So, it's fair not showing in lichess

chess-results.com may be more popular but I would still rather count ratings.fide.com as (more) authoritative source. And a profile with that id exists there.

In reality, it's more a matter of the archives that FIDE publishes.
If the profile is very new, FIDE may not have updated the file with the new players.

Lichess checks the FIDE files every night.
if FIDE doesn't insert anything into the files, Lichess won't find it.
