I don't know (I didn't check w/ an engine), I'm just saying what comes to my mind to justify the pawn sac...
i feel like its an empty threat though, nd7 or something gives black a reasonable advantage compared to white's moving the queen twice

Deep Fritz says Qe3 is a good move, especifically pinning the knight to follow with the bishop in c4. Blacks should continue with an exchange by knight and whites with the Qe4 pinning. Blacks move f7-f5 and whites recapturate the pawn. The whites' loss is around 0.2 from the initial 0.0
Well, I don't know if a 0.2 loss is a good move, so the question, in my opinion, should be to reduce the number of options from 4 to 2, for example.
Blacks can play Be7, 0-0, Rfc8 ans Qe3 is only lost of time and c2/d5 became weaknesses. This move is horrible and certainly not a good move.
Always this need to add the fourth one move ! The GMI envisages two, three moves. Thus we have here a training for people who do not understand the failures or who will not understand.
Rd1 is refused by Lichess, nevertheless more logical not ?
But Rd1 gives a -1.2 loss. It leaves the king in the center forever, and the center is open. If you played against a computer you would lose more easily. However, humans aren't engines and we can't play as them during many moves. Maybe the solution would be to filter moves which are more logical for the human logic. Of course, I agree with you that 2 moves is the best option from my beginner point of view.
